The candle sconce arm itself projects from the head as an acanthus stem and scrolls terminating in an ornate floral nozzle and drip pan. They look to be c1900 in date, possibly late 19thC, they are as originally intended, candle sconces, but could be electrified if preferred - I could undertake this for you, it would be done sympathetically, with e14 bulb holders & faux candles as well as cloth covered twisted flex.
